Quality Standards for University Certification

  • Standard 1: Clarity in Institutional Mission and Purpose

    • The institution must have a clearly defined mission and institutional purpose aligned with the aspirations of higher education.
    • The institution must operate with integrity, equity, and efficiency, ensuring the realization of its mission and objectives.
    • The institution must demonstrate unwavering adherence to ethical standards and promote academic and individual freedom.

  • Standard 2: Effective Organizational Structures and Processes

    • The institution must have effective structures and processes in place to support authorities, administrators, faculty, staff, and students in achieving its mission.
    • The functions of each university stratum regarding institutional policies and decision-making must be meticulously delineated.

  • Standard 3: Academic Rigor and Coherence

    • The institution must offer academic programs in recognized fields of study that are consistent with its mission and of an appropriate level of quality.
    • Programs must be characterized by rigor and consistency, with clearly specified learning objectives and skills.
    • These standards also apply to distance education.

  • Standard 4: Quality and Faculty Development

    • The institution must have a high-quality faculty that supports its goals and programs.
    • An appropriate ratio of full-time to part-time faculty should be maintained to effectively carry out teaching, research, and outreach activities.
    • Faculty recruitment should be based on relevant professional experience, training, and credentials, with clear criteria for hiring, appointment, performance, evaluation, promotion, retention, and separation.

  • Standard 5: Comprehensive Student Experience

    • The institution must implement a comprehensive and ethical program for enrollment, admission, assessment, retention, enablement, and graduation, in line with its mission.
    • It must provide adequate resources and student services that foster personal and intellectual development.
    • Services such as extracurricular activities, security, financial assistance, and ethical guidelines should be offered.

  • Standard 6: Technological Resources and Library

    • The institution must provide adequate technological resources, libraries, and technological infrastructure to support academic programs and research.
    • Information technology resources should be managed by qualified personnel in sufficient quantity.
    • The institution should conduct regular evaluations of the use, suitability, and renewal of technological resources.

  • Standard 7: Physical Infrastructure and Equipment

    • The institution must have adequate physical facilities, including classrooms, laboratories, materials, equipment, offices, and recreational facilities, necessary to fulfill its objectives.
    • Competent and qualified personnel should be responsible for managing, maintaining, planning, and operating the institution's facilities.

  • Standard 8: Financial Management and Planning

    • The institution must implement verifiable internal and external financial management procedures to ensure the necessary financial capacity to fulfill its mission.
    • Financial integrity should be the norm, supported by periodic audits.
    • The institution should engage in organized and realistic budget planning as part of prudent financial management.

  • Standard 9: Legal Compliance and International Engagement

    • The institution must operate in accordance with local and national legal requirements.
    • It should have obtained accreditation from relevant public or private bodies or be in the process of obtaining it.
    • The institution should express an interest in establishing relationships with international educational entities to integrate into the global knowledge economy.

  • Standard 10: Communication and Community Engagement

    • The institution should communicate through institutional publications that are comprehensive, accurate, accessible, up-to-date, clear, and appropriate for the respective audience.
    • Information, whether printed or electronic, should be relevant to stakeholders, including students, faculty, staff, authorities, and the community.
    • The institution should promote outreach programs to the local or national community.
